Orlando City Limits and Investor Short-Term Rentals
TL;DR
Inside the City of Orlando, a whole-home investor short-term rental is usually not an option in residential areas. The city’s home-sharing rules require the host to live on site and be present, and whole-property short-term use is treated as a Commercial Dwelling Unit limited to certain zoning districts. Many homes with an Orlando mailing address are outside city limits, so check the parcel first.
Home-sharing is not the same as an investor STR
The City of Orlando allows registered home-sharing, where the host lives in the home and is present during stays. That is a useful option for a resident who rents a spare room, but it does not fit a business-purpose DSCR loan. These loans are only for non-owner-occupied investment property, and a host who lives in the home is, by definition, an owner-occupant.
Whole-property short-term use inside the city is generally treated as a “Commercial Dwelling Unit,” limited to certain zoning districts and tied to a Business Tax Receipt. In practice, a typical single-family neighborhood inside city limits is not where an investor STR plan works.
The mailing-address trap
Orlando is one of the most common mailing cities in Central Florida, and it covers a lot of ground that is not inside the city. Homes near the tourist corridor, around Lake Buena Vista and in the southwest part of the metro often carry an Orlando address while sitting in unincorporated Orange County or another jurisdiction.
Use the Orange County Property Appraiser site to look up the parcel and confirm whether it is inside city limits. If it is not, read the unincorporated Orange County page instead. If the home is across the county line, the Osceola County page may apply.
What Orlando investors do instead
- Long-term rentals inside the city. A twelve-month lease is a different strategy, and DSCR loans on long-term rentals are covered on our Florida home site, dscrloansflorida.loans.
- STR-zoned communities nearby. Many investors who want nightly income look at resort communities in Osceola County, Kissimmee’s overlay or other nearby areas where short-term use is allowed.
- Mid-term rentals. Some owners rent furnished homes for a month or longer, which falls outside short-term rental rules. Lenders usually treat that income differently from nightly bookings, so ask how a program would count it.
Why lenders care about the city rule
A lender that counts short-term income is relying on the home’s ability to keep earning it. If a parcel cannot legally host nightly guests, the booking history is not a sustainable basis for the loan, and the program will either decline the income or fall back to long-term market rent. That usually produces a much lower DSCR. Our STR vs. long-term rental DSCR comparison shows the difference.
If you already own a home inside the city
Some owners bought inside city limits planning to rent nightly and later learned about the home-sharing rule. If that is you, the practical options are usually a long-term lease, a furnished rental of a month or more, or selling and buying in an area that allows investor STRs. A lender will not count nightly income the home cannot legally earn, so a refinance would usually be sized on long-term market rent. Run that figure in the calculator before you decide which path makes sense.

Common questions
Can I buy an Airbnb in Orlando with a DSCR loan?
Usually not inside city limits, because the city’s home-sharing rules require the host to live on site. Many homes with Orlando addresses sit outside the city, where different rules apply, so check the parcel first.
Does home-sharing qualify for a DSCR loan?
No. Hosted home-sharing means the owner lives in the home, and these loans are only for non-owner-occupied investment property.
