Davenport and Four Corners Vacation Rental Financing

TL;DR

The Four Corners area is where Polk, Osceola, Orange and Lake counties meet, so two vacation homes a short drive apart can follow different short-term rental rules. Davenport mailing addresses are common across that line. Confirm which county governs the parcel, then confirm its STR status; a qualifying investment home can be financed with a DSCR loan on rental income.

Four counties, one stretch of US 27 and US 192

West of the parks, the boundaries of four counties come together. Resort communities spread across that area, and many share the same mailing cities even when they sit in different counties. A buyer who compares two homes in neighboring communities may be comparing two different sets of zoning rules, two different tax collectors and two different local business tax requirements.

For financing, the county matters for the same reasons it matters everywhere in Central Florida: it determines whether nightly rentals are legal, which registrations are required and what the lender will want to see before it counts short-term income.

Polk County side

Much of the Davenport area is in Polk County. Polk has its own land development rules and its own tourist development tax administration, and the rules for short-term rental use depend on the parcel’s zoning and any community approvals. Check with Polk County’s land development office for the specific property, and confirm how tourist tax is registered and filed there.

If the home is on the Osceola side of the line, the Osceola County page and its STRPD zoning discussion apply instead. Homes on the Lake County side are covered on the Clermont and south Lake County page.

Not legal advice. Local codes and maps change; confirm the specific parcel with the local zoning office before you rely on booking income.

Resort communities and HOA rules

Many communities in this area were built with vacation renters in mind: gated entries, water parks or resort pools, and rental-friendly declarations. Even so, rental rules differ between communities, and some neighborhoods nearby are conventional subdivisions that restrict short stays. Read the declaration and any rental registration requirements before you write an offer.

HOA and amenity dues count in the payment that sets your DSCR. In communities with extensive amenities, they can be meaningful, so include them in your calculator inputs.

Running the numbers on a Four Corners home

Take a six-bedroom pool home with $6,200 a month of accepted income and a full payment of $5,000, including HOA dues and STR-use insurance. The DSCR is 6,200 ÷ 5,000 = 1.24. Now raise the HOA estimate by $300 a month because the community’s amenity fee was higher than the listing suggested: the payment becomes $5,300 and the DSCR falls to about 1.17. Small inputs move the ratio, so use the DSCR calculator with real figures.

Tax and registration differ across the line

Because the county changes, so can the office you register with. Tourist development tax is administered differently from county to county, and local business tax receipts are issued by the county and sometimes the city as well. Before your first booking, confirm which tax collector handles the parcel and how the county expects owners to file. Lenders that count booking income may ask to see those registrations, so keep the confirmations with your loan documents.

Yes, if it is a non-owner-occupied investment, the parcel and community allow short-term rentals, and the accepted income supports the payment.
