Vacation Rental DSCR Loans for Orlando, Kissimmee and Central Florida
TL;DR
You can finance a Central Florida vacation home with a DSCR loan if it is an investment property you do not live in and it sits on a parcel where whole-home short-term rentals are allowed. In Osceola County that usually means short-term rental zoning, in Kissimmee it means the city’s STR overlay, and inside Orlando city limits it is usually not possible. The lender sizes the loan on rental income, not your tax returns.
Can I get a DSCR loan on a Kissimmee or Orlando-area vacation home?
Yes, if three things line up. The parcel’s zoning has to allow whole-home short-term rentals, the property needs (or must be able to get) a Florida DBPR vacation rental license, and the HOA has to permit nightly stays. The home must be a business-purpose investment you do not live in. Then the lender reads booking history or an accepted income estimate and compares it with the full payment.
This site covers one Florida topic: investor-owned vacation rentals in the theme-park corridor. For other Florida DSCR financing, such as long-term rentals elsewhere in the state, visit our Florida home site, dscrloansflorida.loans.
Why does the exact parcel matter so much in Central Florida?
The theme-park corridor crosses several local governments. The City of Orlando generally allows only hosted home-sharing. Unincorporated Osceola County generally limits STRs to short-term rental zoning, and Kissimmee limits them to its STR overlay. Nearby counties and cities have their own rules. Two homes a few miles apart, both marketed as “minutes from the parks,” can fall under completely different rules.
Mailing addresses make this harder. Many homes with an Orlando, Kissimmee or Davenport mailing city are actually in an unincorporated county area or a different municipality. The jurisdiction that governs the parcel, not the post office, decides whether nightly rentals are allowed.
Which Central Florida jurisdictions allow investor STRs?
| Jurisdiction | Whole-home STR for an investor? | What to check |
|---|---|---|
| City of Orlando | Generally no in residential areas. The city’s home-sharing rules require the host to live on site and be present, and whole-property short-term use is treated as a “Commercial Dwelling Unit,” limited to certain zoning districts with a Business Tax Receipt. | Confirm on the Orange County Property Appraiser site whether the parcel is inside city limits, then check zoning in the city’s portal. |
| Unincorporated Osceola County | Possibly. STRs are generally tied to the STRPD (Short Term Rental Planned Development) district or an approved planned development. | Osceola’s STR overlay map and Zoning office; DBPR license; Local Business Tax Receipt from the Osceola Tax Collector. |
| City of Kissimmee | Possibly. Rentals under 30 days in residential districts are generally prohibited unless the property is in the STRO overlay with qualifying underlying zoning, or has a prior or conditional approval. | City of Kissimmee land development code §§ 14-2-44 and 14-2-64. |
| Unincorporated Orange County, Polk County, Lake County and other nearby cities | Varies. | Each local government’s zoning and STR rules; confirm before you rely on booking income. |
State backdrop: Florida law (s. 509.032(7)(b), F.S.) limits local laws that prohibit vacation rentals or regulate their duration or frequency, but rules adopted on or before June 1, 2011 are grandfathered. That is why many long-standing Central Florida zoning restrictions still apply. A 2024 bill to overhaul state vacation rental rules (CS/SB 280) was vetoed, so the existing framework is still in place.
Not legal advice. Zoning maps and codes change. Confirm the specific parcel with the local zoning office.
What licenses and taxes apply to a Central Florida STR?
Most whole-unit vacation rentals need a vacation rental license from the Florida Department of Business and Professional Regulation (DBPR). Osceola County also requires a Local Business Tax Receipt. On top of state transient rental sales tax, guests pay a county tourist development tax. Osceola County collects its tourist development tax itself, so owners register and file with the county Tax Collector, not just the state.
Lenders care about these registrations because they show the income is legitimate and the home can keep operating after closing. Our license and tourist tax guide explains each one in more detail.
What does an STR lender need to see on a Central Florida file?
- Parcel and jurisdiction proof. The property appraiser record showing city or unincorporated status, and the zoning designation (for example, STRPD in Osceola or STRO in Kissimmee).
- Community documents. The HOA or condo declaration rental clause. Many resort communities are built for nightly rentals, but plenty of nearby subdivisions are not.
- Licensing. A DBPR vacation rental license number, or proof you have applied, and the county Local Business Tax Receipt where required.
- Tax registration. Florida Department of Revenue registration for transient rental tax, and county tourist development tax registration (filed directly with the county in Osceola).
- Income evidence. Platform or management-company statements for an operating home, or an accepted market-data estimate or appraiser STR rent analysis for a new listing, based on the program.
- Insurance. A policy that covers short-term rental use, plus a flood policy if the lender or flood zone requires one.
- Occupancy and purpose. Confirmation that no owner or family member will use the property as a residence.
Missing jurisdiction or zoning proof slows down more Central Florida STR files than anything else. Send the parcel ID with your first message through the scenario form.
Should I use an investment STR loan or a second-home loan?
Buyers near the parks sometimes ask about both. They are different products with different rules. A DSCR loan is a business-purpose loan for a property that exists to earn rental income, with no personal use. A second-home mortgage is a consumer loan for a home you will personally use, and it qualifies you on your own income and debts. We arrange only the first. If your family plans to use the house for vacations, a business-purpose DSCR loan is not the right fit, and we would tell you so. The full side-by-side is on the investment STR vs. second-home loan page.
How do lenders treat seasonal booking income near the parks?
Central Florida vacation rental income is seasonal, and it shows in the statements. When a program uses actual history, the lender usually looks at a full period so peak and slow months average out. A home with only a few months of history can look stronger or weaker than its real annual performance, based on the season it covers. When a program accepts a market-data estimate for a new listing, the lender decides which data source and comparable properties count.
Some programs count only long-term market rent from the appraisal, even on an STR. In a resort community built for nightly rentals, that can push the DSCR down. If your deal only works on projected nightly income, choose a program built for STR income and expect it to be documented closely. Our STR vs. long-term rental DSCR comparison shows how the two approaches differ.
What makes an Orlando-area vacation rental harder to finance?
Condo-hotel features
Some resort condos run rental programs with front desks, mandatory pools or shared management. Many DSCR programs treat those as condotels with separate eligibility rules, or do not finance them. Townhomes and detached homes in STR-zoned communities usually have more options. See the resort condo and condotel guide.
Older condo buildings
Condo buildings with three or more habitable stories are subject to Florida’s milestone inspection and reserve study requirements. Lenders review the association’s budget and any special assessments as part of the project review.
Furnishing packages
Furniture, linens and theme décor are real cash costs on a purchase and usually are not included in the loan. Plan for them in reserves.
Insurance and flood
Central Florida has lower-lying areas and mapped flood zones. Check the FEMA Flood Map Service Center for the property and get a quote that covers short-term rental use.
Management costs
Most out-of-state owners hire local management. Fees affect your real cash flow even when a lender does not subtract them the same way.

How do I start a Central Florida STR scenario?
- Send the parcel and plan through the application form: address or parcel ID, community name, STR history if any, price or value, and loan request.
- We confirm jurisdiction and zoning questions with you before we compare programs.
- We compare wholesale STR programs by income method, condo or community eligibility, and structure.
- You choose; the lender underwrites and funds. We keep licensing, insurance and title documents moving.
Pricing comes from wholesale lender programs and changes often, so we do not publish it. You will see real program terms once we have a scenario to compare.
